On October 7, 2023, Hamas used drones to initiate its attack on Israel. On June 1, 2025, Ukraine conducted Operation Spider Web, using over one hundred drones against airfields deep inside Russia.
This brief argues that countering the domestic drone threat requires coordination across federal, state, and local government rather than any single agency.
